National Programmes for R+D+I

In the financial framework of 2014-2020 Poland will receive € 82,5 bln. This money will be spent to implement the Europe 2020 Strategy. This includes investment in improving the competitiveness of the Polish economy, to improvement of social and territorial cohesion of the country and an improvement of efficiency and effectiveness of the administration. The funds will be implemented through 6 national programmes and 16 regional programmes.

The structure of the national programs and their scope result from experience in implementation of operational programmes under the previous financial frameworks – 2004–2006 and 2007–2013 and are a continuation of the logic adopted in the implementation of projects in the framework of the European Social Fund and European Regional Fund in Poland.

A sum of €8,7 bln has been assigned to be spent under R+D+I programs in Poland. These will be distributed under Operational Programmes Smart Growth, Operational Programmes Knowledge Education Development and Operational Programmes East Poland.

Operational Programme Smart Growth (SG OP 2014-2020)

Smart Growth Programme is the largest national programme for funding research, development and innovation in the European Union. Approximately € 8.6 billion, i.e. over PLN 36 billion, is allocated for its implementation from the European funds. It is the second largest funding program for the 2014–2020 period.

In the years 2014–2020, priority will be given to economy-oriented research projects and joint undertakings of science and business. The support will be linked to smart specializations.

What kind of projects will be funded?

  • research and development projects (R&D);
  • implementation of results of R&D works;
  • R&D infrastructure;
  • technology transfer;
  • purchase of services necessary for starting and carrying out innovation activities;
  • activities related to upscaling onto foreign markets;
  • development of careers of R&D personnel.

Who can apply for co-financing?

  • enterprises (in particular SMEs);
  • scientific entities;
  • consortia of enterprises and scientific entities.

Operational Programme Knowledge Education Development
(OP KED 2014-2020)

The OP KED is a response to challenges and at the same time an instrument for implementing the Europe 2020 strategy. The Programme addresses long-term challenges faced by Europe, as well as those related to globalization, economic development, quality of public policies, demographic phenomena or investments in human capital.

Among others,  special attention should be paid to Priority Axis III, which is supporting the cooperation between universities and business and strengthening pro-employment role of higher education.

What kind of projects can be implemented?

  • increasing the quality of educational services offered and developing competences in the areas of key importance for economy
  • supporting the cooperation between universities and business and strengthening pro-employment role of higher education
  • supporting the internationalisation of Polish universities
  • improving the quality of PhD studies
  • supporting the management and the development of staff at universities

Main target groups:

  • universities and institutions providing higher education
  • individuals participating in higher education
  • employers / employer organisations
  • Minister responsible for higher education
  • other ministers responsible for controlling universities

Operational Programme Eastern Poland (EP OP 2014-2020)

Eastern Poland Programme, among others, will support companies in developing innovative products and services. The objective to fund projects that implement results research and development on the market, in particular by SMEs. A chance for the support will be given to projects whose implementation will contribute to the introduction of a new product or service on the market or on the merits of their modernization.
